Important Update on the FY25 CoC Competition NOFO

On December 23, 2025, a federal court issued a written preliminary injunction that affects the U.S. Department of Housing and Urban Development’s (HUD) Continuum of Care (CoC) funding process. The court has placed a stay on the new FY 2025 CoC NOFO and from enforcing new conditions or deadlines tied to that NOFO. This order is preliminary and will remain in effect until the court rules on the case.
The court order requires HUD to take steps to process eligible renewal projects for FY 2025 using the FY 2024–2025 NOFO rules. A report on HUD’s plan and timeline is due to the court by December 30, 2025.
The local competition has officially been paused until further notice.

The NC 507 Wake County Continuum of Care (CoC) is charged by the U.S. Department of Housing and Urban Development (HUD) to submit a community-wide application for homeless assistance funds.
FY 2025 HUD CoC Program Competition Notice of Funding Opportunity (NOFO) is published and can be accessed above and at CoC Program Competition page.
HUD has not certified the exact funding available for the FY2025 Competition at this time.
The Department of Housing and Development (HUD) has released the estimated funding available for the FY 2025 CoC Competition. As of November 14, 2025, The NC 507 Wake County Continuum of Care’s estimated Annual Renewal Demand (ARD) is: $5,856,357, with Tier 1 defined as 30% of the ARD ($1,756,907). Additional bonus funding is also available. The estimated Domestic Violence (DV) Bonus is: $609,673 and the estimated CoC Bonus is: $1,219,346. This is available to create one or more new project applications. New projects created through bonus funding must meet the project eligibility and project quality threshold requirements established by HUD. For the annual Planning grant, $304,836 is available to the Wake CoC. The Wake CoC (NC 507) is soliciting agencies to submit new, renewal, expansion, DV bonus, and CoC Bonus project applications for the local competition under the HUD NOFO. All project applications and supplementary materials are due no later than Wednesday, December 10, 2025, at 5 PM (subject to change depending upon when e-snaps opens registration). Arrangements will be made to provide technical assistance or review of any or all parts of Wake’s CoC (NC 507) application process, details, and obligations in a manner that is effective for persons with disabilities or any person with Limited English Proficiency (LEP).
