Important Update on the FY25 CoC Competition NOFO

This is official notice that HUD reopened the FY24-25 NOFO (originally issued in summer 2024) with adjusted dates for FY25 renewal process. Please see details below. Wake CoC will be updating the website accordingly.
As a reminder, HUD released a new FY2025 NOFO on November 13, 2025. HUD rescinded the FY2025 CoC NOFO on Monday, December 8, 2025, and issued an updated NOFO on Friday, December 19, 2025. Due to pending litigation and in response to the court order, HUD reopened the FY24-25 NOFO to begin processing renewals outside of the December NOFO. Should final judgement rule in HUD’s favor, they have indicated a return to the December NOFO. We do not expect any awards will be distributed prior to final judgment (hopefully end of February).
- Renewal Applications: Current grantees are permitted to submit their renewal application through the Wake CoC competition. Project applications will be due to HUD by February 9th.
- HUD anticipates opening e-snaps by January 16th. Project applications will therefore be due to Wake CoC no later than 11:59pm Wednesday, January 21st.
- Grantees may use their FY24 application, but we strongly encourage you to review and update based on recent HUD priorities. Do not just hit submit on your FY24 application in e-snaps. The FRC will still complete a Priority Listing of projects which CoC staff will use to confirm with each grantee before final e-snaps submission.
- New/Bonus Funding: At this time, we do not anticipate any bonus or new funding available for application. Wake CoC does not anticipate any grant reallocations taking effect this competition based on the reopened FY24-25 NOFO.
- Transitional housing and street outreach projects are not eligible under the reopened NOFO and therefore will not be accepted as renewals. Keep any work you have already done, you never know!
- Also, in preparation for permanent housing reductions in future competitions, Wake CoC will not accept new permanent housing applications at this time.

The NC 507 Wake County Continuum of Care (CoC) is charged by the U.S. Department of Housing and Urban Development (HUD) to submit a community-wide application for homeless assistance funds.
FY 2024 and FY 2025 Continuum of Care Competition and Renewal or Replacement of Youth Homeless Demonstration Program Grants is published and can be accessed at CoC Program Competition page.
Project Applications
Project applications have not yet been published by the U.S. Department of Housing and Urban Development. Additionally, the project application has not yet been released in e-snaps but HUD anticipates opening e-snaps on Friday, January 16, 2026. A scorecard corresponding to the e-snaps application will be created and used by the Funding Review Committee to complete the Priority Listing.
All renewal project applications and supplementary materials are due no later than Wednesday, January 21, 2026, at 11:59 PM. Application and materials must be emailed to [email protected] as a PDF named as follows: “Organization Name – Project Name FY25 Renewal CoC Program NOFO Application.” no later than 11:59pm on January 21, 2026.

Arrangements will be made to provide technical assistance or review of any or all parts of Wake’s CoC (NC 507) application process, details, and obligations in a manner that is effective for persons with disabilities or any person with Limited English Proficiency (LEP).
