Wake NC 507 Competition Process

 

The Wake NC 507 CoC Collaborative Applicant will accept applications for ESG funding. The applications will recommend non-profit or local government agencies for funding. Recommended agencies will contract directly with NC DHHS, Division of Aging, for funding or with a Fiscal Sponsor, who will then contract directly with NC DHHS.

Agencies participating in the ESG program and/or receiving ESG funds, are eligible to perform activities under the components outlined below:

  • Street Outreach: Meet the immediate needs of unsheltered homeless people by connecting them with emergency shelter, housing, and/or critical health services
  • Emergency Shelter: Intended to increase the quantity and quality of temporary emergency shelters provided to homeless people by supporting the shelters’ operating expenses and essential services.
  • Rapid Re-housing: Move homeless people individuals and families quickly into permanent housing through rental assistance and housing relocation and stabilization services.
  • Homelessness Prevention: Prevent households from becoming homeless through rental assistance, and housing relocation and stabilization services.
  • HMIS / Domestic Violence / Victim Service Provider Comparable Database: Support ESG Subrecipients participation in the NC HMIS / or DV comparable database collection system. Federal law requires that Domestic Violence / Victim Service Provider agencies use Systems Comparable to HMIS rather than the HMIS used by other homeless agencies.

Fair Share & Funding Priorities to keep in mind when considering your LOI and project application:

  • Funds are awarded to CoCs based on the HUD CoC pro-rata formula, NC 507 allocation is $433,683.
  • No more than 60% of a CoC’s available funds may be used for Emergency Response Services (Street Outreach and Emergency Shelter). While there is a maximum percent for Emergency Services, there is no maximum for Housing Stability (Rapid Re-Housing, HMIS, and Targeted Prevention).
  • The ESG Program prioritizes organizations that support the Housing First and low-barrier model. Our CoC written standards do require subrecipients to follow these models.
  • The State strongly encourages use of emergency shelter funds to support facilities linked to rapid rehousing programs within a CoC.
  • Rapid Rehousing Services and Rapid Rehousing Financial Assistance should be linked to an emergency shelter or street outreach program.
  • A funding recommendation by the Funding Review Committee is not a guarantee of award to applicants.

Keep in mind the entire CoC allocation is $433,683. Please consider this when submitting your LOI and project application.

In the process of administering this program, NC DHHS will make decisions and interpretations regarding regional, fiscal, and project applications. NC DHHS is entitled to the full discretion allowed by law in making all such decisions and interpretations. NC DHHS reserves the right to request additional information from any applicant. NC DHHS reserves the right to reject any and all applications received. NC DHHS reserves the right to amend, modify, or withdraw provisions contained in this application that are inconsistent or in conflict with state or federal laws or regulations. All applications for NC ESG funding become the property of NC DHHS.
