White Flag Declarations
White Flag provides temporary emergency shelter to people experiencing homelessness during severe weather. Inclement and severe weather conditions such as rain, wind, and high/low temperatures can have detrimental and life-safety impacts for vulnerable populations with chronic health and disabling conditions, including those experiencing homelessness.

The White Flag season begins November 1, 2025. At this time no White Flag declarations have been made.
White Flag Response Plan
To ensure adequate access to shelter for people experiencing homelessness, coordination of emergency response and communications during cold and severe weather, the Wake County Continuum of Care (Wake CoC) establishes a White Flag Response Plan reviewed and updated on an annual basis.
